Cependant, pour la prise en charge des maladies pr\u00e9sum\u00e9es d\u2019origine professionnelle et des cas d\u2019\u00e9vacuation sanitaire des victimes d\u2019accident du travail ou de maladie professionnelle l\u2019intervention du Comit\u00e9 de sant\u00e9 est n\u00e9cessaire.<\/p>\n\n\n\n<p>Ce d\u00e9cret comporte entre autres les innovations majeures suivantes&nbsp;:<br><strong>\u2013<\/strong>&nbsp;la r\u00e9duction du Comit\u00e9 de sant\u00e9 qui passe de 14 \u00e0 07 membres&nbsp;;<br><strong>\u2013<\/strong>&nbsp;la r\u00e9duction des attributions du Comit\u00e9 de sant\u00e9 \u00e0 l\u2019examen des cas de maladies pr\u00e9sum\u00e9es d\u2019origine professionnelle et des dossiers d\u2019\u00e9vacuation sanitaire hors du Burkina Faso des victimes d\u2019accident du travail ou de maladie professionnelle.<br>L\u2019adoption de ce d\u00e9cret permet d\u2019am\u00e9liorer la prise en charge des maladies pr\u00e9sum\u00e9es d\u2019origine professionnelle et des \u00e9vacuations sanitaires hors du Burkina Faso.<br>\ud835\udc08.\ud835\udfd0. \ud835\udc00\ud835\udc14 \ud835\udc13\ud835\udc08\ud835\udc13\ud835\udc11\ud835\udc04 \ud835\udc03\ud835\udc14 \ud835\udc0c\ud835\udc08\ud835\udc0d\ud835\udc08\ud835\udc12\ud835\udc13\ud835\udc04\ud835\udc11\ud835\udc04 \ud835\udc03\ud835\udc04 \ud835\udc0b\u2019\ud835\udc04\ud835\udc02\ud835\udc0e\ud835\udc0d\ud835\udc0e\ud835\udc0c\ud835\udc08\ud835\udc04 \ud835\udc04\ud835\udc13 \ud835\udc03\ud835\udc04\ud835\udc12 \ud835\udc05\ud835\udc08\ud835\udc0d\ud835\udc00\ud835\udc0d\ud835\udc02\ud835\udc04\ud835\udc12<\/p>\n\n\n\n<p>Le Conseil a adopt\u00e9 trois (03) rapports.<\/p>\n\n\n\n<p>\ud835\udc0b\ud835\udc1e \ud835\udc29\ud835\udc2b\ud835\udc1e\ud835\udc26\ud835\udc22\ud835\udc1e\ud835\udc2b \ud835\udc2b\ud835\udc1a\ud835\udc29\ud835\udc29\ud835\udc28\ud835\udc2b\ud835\udc2d est relatif \u00e0 un projet de d\u00e9cret portant prises de participation de la Soci\u00e9t\u00e9 nationale de gestion du stock de s\u00e9curit\u00e9 alimentaire (SONAGESS) dans le capital social de BAGREPOLE SEM et de SOUROUPOLE_SEM.<br>Ce d\u00e9cret vise \u00e0 r\u00e9gulariser les prises de participation de la SONAGESS dans le capital social de BAGREPOLE SEM et de SOUROUPOLE_SEM, conform\u00e9ment \u00e0 l\u2019article 4 de la loi n\u00b025\/99\/AN du 16 novembre 1999 portant r\u00e8glementation g\u00e9n\u00e9rale des Soci\u00e9t\u00e9s \u00e0 capitaux publics.<\/p>\n\n\n\n<p>L\u2019adoption de ce d\u00e9cret permet la r\u00e9gularisation des prises de participation de la Soci\u00e9t\u00e9 nationale de gestion du stock de s\u00e9curit\u00e9 alimentaire dans le capital social de BAGREPOLE SEM, pour un montant de 80 000 000 F CFA et de SOUROUPOLE_SEM, pour un montant de 200 000 000 F CFA.<\/p>\n\n\n\n<p>\ud835\udc0b\ud835\udc1e \ud835\udc1d\ud835\udc1e\ud835\udc2e\ud835\udc31\ud835\udc22\ud835\udc1e\u0300\ud835\udc26\ud835\udc1e \ud835\udc2b\ud835\udc1a\ud835\udc29\ud835\udc29\ud835\udc28\ud835\udc2b\ud835\udc2d est relatif \u00e0 un projet de loi portant r\u00e8glementation bancaire au Burkina Faso.<br>Ce projet de loi est une relecture de la loi bancaire en vigueur dans les Etats membres de l\u2019Union mon\u00e9taire Ouest africaine (UMOA) adopt\u00e9e par le Conseil des ministres de l\u2019UMOA en 2007, \u00e0 l\u2019issue des travaux de la r\u00e9forme institutionnelle de l\u2019UMOA et de la Banque centrale des Etats de l\u2019Afrique de l\u2019Ouest (BCEAO).<br>Depuis cette date, la BCEAO a conduit plusieurs r\u00e9formes structurantes, \u00e0 fort impact sur le cadre r\u00e9glementaire et op\u00e9rationnel r\u00e9gissant l\u2019activit\u00e9 de l\u2019UMOA. Ces r\u00e9formes visaient le renforcement de la solidit\u00e9 et de la r\u00e9silience du secteur bancaire r\u00e9gional, en s\u2019appuyant sur les standards internationaux en la mati\u00e8re et la mise en conformit\u00e9 du cadre r\u00e9glementaire et de supervision de l\u2019UMOA avec les principes fondamentaux pour un contr\u00f4le bancaire efficace.<\/p>\n\n\n\n<p>Ce projet de loi vise \u00e0 se conformer aux r\u00e9formes susvis\u00e9es.<br>Les innovations majeures de ce projet de loi sont entre autres&nbsp;:<br><strong>\u2013<\/strong>&nbsp;l\u2019\u00e9largissement du champ d\u2019application de la loi bancaire notamment aux \u00e9tablissements de paiement et aux \u00e9tablissements de monnaie \u00e9lectronique&nbsp;;<br><strong>\u2013<\/strong>&nbsp;l\u2019\u00e9largissement aux Caisses des d\u00e9p\u00f4ts et consignations (CDC) de la liste des entit\u00e9s exclues du champ d\u2019application de la loi bancaire \u00e0 l\u2019instar de l\u2019administration des postes&nbsp;;<\/p>\n\n\n\n<p><strong>\u2013<\/strong>&nbsp;l\u2019application des dispositions du droit commun r\u00e9gissant les soci\u00e9t\u00e9s commerciales et les soci\u00e9t\u00e9s coop\u00e9ratives aux \u00e9tablissements agr\u00e9\u00e9s, sauf d\u00e9rogation sp\u00e9cifique pr\u00e9vue par la loi.<br>Le Conseil a marqu\u00e9 son accord pour la transmission dudit projet de loi \u00e0 l\u2019Assembl\u00e9e l\u00e9gislative de Transition.<\/p>\n\n\n\n<p>\ud835\udc0b\ud835\udc1e \ud835\udc2d\ud835\udc2b\ud835\udc28\ud835\udc22\ud835\udc2c\ud835\udc22\ud835\udc1e\u0300\ud835\udc26\ud835\udc1e \ud835\udc2b\ud835\udc1a\ud835\udc29\ud835\udc29\ud835\udc28\ud835\udc2b\ud835\udc2d est relatif \u00e0 un projet de loi portant autorisation de ratification de l\u2019Accord de financement sign\u00e9 le 26 septembre 2024 entre le Burkina Faso et l\u2019Association internationale de d\u00e9veloppement (IDA), pour le financement du Projet de protection du capital humain (PPCH).<br>Le montant de l\u2019Accord de financement est estim\u00e9 \u00e0 92 700 000 Euros, soit 60 807 219 000 F CFA.<br>L\u2019objectif du PPCH est de soutenir les efforts du Gouvernement pour assurer l\u2019offre de services essentiels. Il s\u2019agit&nbsp;:<\/p>\n\n\n\n<p><strong>\u2013<\/strong>&nbsp;d\u2019offrir des consultations de soins de sant\u00e9 gratuites aux femmes enceintes et aux enfants de moins de cinq (05) ans&nbsp;;<br><strong>\u2013<\/strong>&nbsp;d\u2019assurer une couverture vaccinale pour les enfants gr\u00e2ce au vaccin pentavalent&nbsp;;<br><strong>\u2013<\/strong>&nbsp;de garantir que tous les \u00e9l\u00e8ves passent leurs examens annuels&nbsp;;<br><strong>\u2013<\/strong>&nbsp;de s\u2019assurer que les enseignants soient certifi\u00e9s et form\u00e9s ad\u00e9quatement.<br>Le Conseil a marqu\u00e9 son accord pour la transmission dudit projet de loi \u00e0 l\u2019Assembl\u00e9e l\u00e9gislative de Transition.<\/p>\n\n\n\n<p>\ud835\udc08.\ud835\udfd1. \ud835\udc00\ud835\udc14 \ud835\udc13\ud835\udc08\ud835\udc13\ud835\udc11\ud835\udc04 \ud835\udc03\ud835\udc14 \ud835\udc0c\ud835\udc08\ud835\udc0d\ud835\udc08\ud835\udc12\ud835\udc13\ud835\udc04\ud835\udc11\ud835\udc04 \ud835\udc03\ud835\udc04\ud835\udc12 \ud835\udc00\ud835\udc05\ud835\udc05\ud835\udc00\ud835\udc08\ud835\udc11\ud835\udc04\ud835\udc12 \ud835\udc04\ud835\udc13\ud835\udc11\ud835\udc00\ud835\udc0d\ud835\udc06\ud835\udc04\ud835\udc11\ud835\udc04\ud835\udc12, \ud835\udc03\ud835\udc04 \ud835\udc0b\ud835\udc00 \ud835\udc02\ud835\udc0e\ud835\udc0e\ud835\udc0f\ud835\udc04\ud835\udc11\ud835\udc00\ud835\udc13\ud835\udc08\ud835\udc0e\ud835\udc0d \ud835\udc11\ud835\udc04\ud835\udc06\ud835\udc08\ud835\udc0e\ud835\udc0d\ud835\udc00\ud835\udc0b\ud835\udc04 \ud835\udc04\ud835\udc13 \ud835\udc03\ud835\udc04\ud835\udc12 \ud835\udc01\ud835\udc14\ud835\udc11\ud835\udc0a\ud835\udc08\ud835\udc0d\ud835\udc00\ud835\udc01\ud835\udc04 \ud835\udc03\ud835\udc04 \ud835\udc0b\u2019\ud835\udc04\ud835\udc17\ud835\udc13\ud835\udc04\ud835\udc11\ud835\udc08\ud835\udc04\ud835\udc14\ud835\udc11<\/p>\n\n\n\n<p>Le Conseil a adopt\u00e9 un rapport relatif \u00e0 une demande d\u2019agr\u00e9ment pour la nomination d\u2019un Ambassadeur Extraordinaire et Pl\u00e9nipotentiaire de la R\u00e9publique du Burundi aupr\u00e8s du Burkina Faso.<br>Le Conseil a marqu\u00e9 son accord pour la nomination de Monsieur Edouard NDUWIMANA, en qualit\u00e9 d\u2019Ambassadeur Extraordinaire et Pl\u00e9nipotentiaire de la R\u00e9publique du Burundi aupr\u00e8s du Burkina Faso, avec r\u00e9sidence \u00e0 Abuja, en R\u00e9publique f\u00e9d\u00e9rale du Nig\u00e9ria.<\/p>\n\n\n\n<p>\ud835\udc08.\ud835\udfd2. \ud835\udc00\ud835\udc14 \ud835\udc13\ud835\udc08\ud835\udc13\ud835\udc11\ud835\udc04 \ud835\udc03\ud835\udc14 \ud835\udc0c\ud835\udc08\ud835\udc0d\ud835\udc08\ud835\udc12\ud835\udc13\ud835\udc04\ud835\udc11\ud835\udc04 \ud835\udc03\ud835\udc04 \ud835\udc0b\ud835\udc00 \ud835\udc09\ud835\udc14\ud835\udc12\ud835\udc13\ud835\udc08\ud835\udc02\ud835\udc04 \ud835\udc04\ud835\udc13 \ud835\udc03\ud835\udc04\ud835\udc12 \ud835\udc03\ud835\udc11\ud835\udc0e\ud835\udc08\ud835\udc13\ud835\udc12 \ud835\udc07\ud835\udc14\ud835\udc0c\ud835\udc00\ud835\udc08\ud835\udc0d\ud835\udc12, \ud835\udc02\ud835\udc07\ud835\udc00\ud835\udc11\ud835\udc06\ud835\udc04 \ud835\udc03\ud835\udc04\ud835\udc12 \ud835\udc11\ud835\udc04\ud835\udc0b\ud835\udc00\ud835\udc13\ud835\udc08\ud835\udc0e\ud835\udc0d\ud835\udc12 \ud835\udc00\ud835\udc15\ud835\udc04\ud835\udc02 \ud835\udc0b\ud835\udc04\ud835\udc12 \ud835\udc08\ud835\udc0d\ud835\udc12\ud835\udc13\ud835\udc08\ud835\udc13\ud835\udc14\ud835\udc13\ud835\udc08\ud835\udc0e\ud835\udc0d\ud835\udc12<\/p>\n\n\n\n<p>Le Conseil a examin\u00e9 un projet de loi constitutionnelle portant r\u00e9vision de la Constitution.<\/p>\n\n\n\n<p>Ce projet de loi porte sur la modification de trois (03) articles. Cette modification concerne&nbsp;:<br><strong>\u2013<\/strong>&nbsp;le changement de la devise du Burkina Faso qui sera d\u00e9sormais \u00ab&nbsp;La Patrie ou la mort, Nous vaincrons&nbsp;\u00bb au lieu de \u00ab&nbsp;Unit\u00e9-Progr\u00e8s-Justice&nbsp;\u00bb&nbsp;;<br><strong>\u2013<\/strong>&nbsp;la possibilit\u00e9 de recourir, sous certaines conditions, \u00e0 la consultation parlementaire pour les accords relatifs \u00e0 l\u2019entr\u00e9e du Burkina Faso dans une conf\u00e9d\u00e9ration, f\u00e9d\u00e9ration ou union d\u2019Etats&nbsp;;<\/p>\n\n\n\n<p><strong>\u2013<\/strong>&nbsp;l\u2019organisation des services du Pr\u00e9sident du Faso par loi organique.<br>Malgr\u00e9 le changement de devise intervenu en 1997, l\u2019on note que \u00ab&nbsp;La Patrie ou la mort, Nous vaincrons&nbsp;\u00bb reste et demeure dans la conscience populaire tout un symbole quand il s\u2019agit d\u2019affirmer son sentiment patriotique et l\u2019acceptation du sacrifice supr\u00eame pour la Nation. L\u2019usage au quotidien de cette devise aussi bien dans les discours officiels que dans la vie courante des Burkinab\u00e8 n\u2019est plus \u00e0 d\u00e9montrer.<\/p>\n\n\n\n<p>Ce projet de loi permettra entre autres, de conformer les dispositions de la Constitution \u00e0 l\u2019usage et \u00e0 la volont\u00e9 populaire et d\u2019harmoniser la devise avec notre Hymne national le Di-Taa-Niy\u00e8, chant de la victoire. Il permettra \u00e9galement la modification de l\u2019article trente-six (36) de la Constitution pour y instituer une administration sp\u00e9cifique charg\u00e9e d\u2019assister le Pr\u00e9sident du Faso dans l\u2019accomplissement de ses fonctions.<br>Le Conseil a marqu\u00e9 son accord pour la transmission dudit projet de loi \u00e0 l\u2019Assembl\u00e9e l\u00e9gislative de Transition.<\/p>\n\n\n\n<p>\ud835\udc08.\ud835\udfd3. \ud835\udc00\ud835\udc14 \ud835\udc13\ud835\udc08\ud835\udc13\ud835\udc11\ud835\udc04 \ud835\udc03\ud835\udc14 \ud835\udc0c\ud835\udc08\ud835\udc0d\ud835\udc08\ud835\udc12\ud835\udc13\ud835\udc04\ud835\udc11\ud835\udc04 \ud835\udc03\ud835\udc04 \ud835\udc0b\u2019\ud835\udc04\ud835\udc0d\ud835\udc12\ud835\udc04\ud835\udc08\ud835\udc06\ud835\udc0d\ud835\udc04\ud835\udc0c\ud835\udc04\ud835\udc0d\ud835\udc13 \ud835\udc03\ud835\udc04 \ud835\udc01\ud835\udc00\ud835\udc12\ud835\udc04, \ud835\udc03\ud835\udc04 \ud835\udc0b\u2019\ud835\udc00\ud835\udc0b\ud835\udc0f\ud835\udc07\ud835\udc00\ud835\udc01\ud835\udc04\ud835\udc13\ud835\udc08\ud835\udc12\ud835\udc00\ud835\udc13\ud835\udc08\ud835\udc0e\ud835\udc0d \ud835\udc04\ud835\udc13 \ud835\udc03\ud835\udc04 \ud835\udc0b\ud835\udc00 \ud835\udc0f\ud835\udc11\ud835\udc0e\ud835\udc0c\ud835\udc0e\ud835\udc13\ud835\udc08\ud835\udc0e\ud835\udc0d \ud835\udc03\ud835\udc04\ud835\udc12 \ud835\udc0b\ud835\udc00\ud835\udc0d\ud835\udc06\ud835\udc14\ud835\udc04\ud835\udc12 \ud835\udc0d\ud835\udc00\ud835\udc13\ud835\udc08\ud835\udc0e\ud835\udc0d\ud835\udc00\ud835\udc0b\ud835\udc04\ud835\udc12<\/p>\n\n\n\n<p>Le Conseil a adopt\u00e9 un d\u00e9cret portant organisation du minist\u00e8re de l\u2019Enseignement de base, de l\u2019alphab\u00e9tisation et de la promotion des langues nationales.<br>A la suite de la nouvelle composition du Gouvernement consacr\u00e9e par le d\u00e9cret n\u00b02024-0908\/PRES\/PM du 1er ao\u00fbt 2024 portant composition du Gouvernement, les attributions des membres du Gouvernement ont \u00e9galement \u00e9t\u00e9 revues par le d\u00e9cret n\u00b02024-1022\/PRES\/PM du 02 septembre 2024 portant attributions des membres du Gouvernement.<\/p>\n\n\n\n<p>Ces deux d\u00e9crets ont consacr\u00e9 la scission du minist\u00e8re de l\u2019Education nationale, de l\u2019alphab\u00e9tisation et de la promotion des langues nationales en deux d\u00e9partements minist\u00e9riels, \u00e0 savoir, le minist\u00e8re de l\u2019Enseignement de base, de l\u2019alphab\u00e9tisation et de la promotion des langues nationales et le minist\u00e8re de l\u2019Enseignement secondaire, de la formation professionnelle et technique. Il s\u2019est agi d\u2019\u0153uvrer \u00e0 favoriser la participation des jeunes de quinze (15) \u00e0 trente-cinq (35) ans du Sahel au d\u00e9veloppement de leurs communaut\u00e9s \u00e0 travers un changement positif de comportements.<\/p>\n\n\n\n<p>Le d\u00e9ploiement effectif du projet a commenc\u00e9 avec l\u2019am\u00e9nagement et l\u2019\u00e9quipement du si\u00e8ge, ainsi que le recrutement du personnel pour les cinq (5) pays et la mise en place de l\u2019administration. Dans l\u2019attente du lancement officiel pour la diffusion des \u00e9missions produites, l\u2019OIF a d\u00e9cid\u00e9 le 30 avril 2024 de fa\u00e7on unilat\u00e9rale de la \u00ab&nbsp;suspension temporaire&nbsp;\u00bb du projet mettant un terme aux contrats des agents recrut\u00e9s et l\u2019arr\u00eat des \u00e9metteurs. Les contrats des autres partenaires de la radio ont \u00e9t\u00e9 \u00e9galement suspendus ou r\u00e9sili\u00e9s.<\/p>\n\n\n\n<p>Le projet Radio jeunesse Sahel avait pour ambition, d\u2019une part, d\u2019op\u00e9rer de fa\u00e7on efficace un changement de mentalit\u00e9 chez les jeunes des cinq (05) pays, pour en faire des acteurs de la citoyennet\u00e9 positive et, d\u2019autre part, de contribuer \u00e0 leur \u00e9panouissement en leur permettant d\u2019\u00e9changer entre eux. Aujourd\u2019hui encore, ces objectifs restent d\u2019actualit\u00e9 au sein des trois (3) pays de l\u2019Alliance des Etats du Sahel (AES). La nouvelle dynamique communicationnelle enclench\u00e9e au sein des trois Etats constitue alors une belle opportunit\u00e9 pour la relance de la Radio sous une nouvelle forme.<\/p>\n\n\n\n<p>\ud835\udc08\ud835\udc08.\ud835\udfd1. Le ministre de l\u2019Administration territoriale et de la mobilit\u00e9 a fait au Conseil une communication relative \u00e0 la situation pluviom\u00e9trique du 1er avril au 31 ao\u00fbt 2024 et la pr\u00e9vision saisonni\u00e8re des caract\u00e9ristiques agro-climatiques 2024.<\/p>\n\n\n\n<p>Les cumuls pluviom\u00e9triques saisonniers du 1er avril au 31 ao\u00fbt 2024 ont \u00e9volu\u00e9 entre 376,4 mm en trente-trois (33) jours de pluie \u00e0 Korsimoro dans la province du Sanmatenga et 1031,8 mm en quarante (40) jours \u00e0 T\u00f4 dans la province de la Sissili.<br>Les cumuls pluviom\u00e9triques les plus \u00e9lev\u00e9s ont \u00e9t\u00e9 enregistr\u00e9s dans les provinces des r\u00e9gions de l\u2019Est, du Centre-Est, du Centre-Sud, du Centre-Ouest, de la Boucle du Mouhoun, des Hauts-Bassins et des Cascades.<\/p>\n\n\n\n<p>Quant aux zones ayant re\u00e7u une faible pluviom\u00e9trie, ce sont principalement certaines localit\u00e9s situ\u00e9es dans les r\u00e9gions du Sahel, du Centre-Nord, du Nord, du Centre, du Plateau-Central et du Sud-Ouest.<\/p>\n\n\n\n<p>Les cumuls pluviom\u00e9triques saisonniers du 1er avril au 31 ao\u00fbt 2024 ont \u00e9t\u00e9 similaires \u00e0 exc\u00e9dentaires comparativement \u00e0 ceux de 2023 pour la m\u00eame p\u00e9riode sur la majeure partie du pays. En effet, compar\u00e9es aux cumuls de 2024 et ceux de la normale pluviom\u00e9trique (1991-2020), les plus fortes hausses pluviom\u00e9triques ont \u00e9t\u00e9 relev\u00e9es \u00e0 B\u00e9r\u00e9gadougou (+260 mm), \u00e0 Ouagadougou (+165 mm), \u00e0 Bobo-Dioulasso (+101 mm), \u00e0 Bogand\u00e9 (+67 mm) et \u00e0 Fada N\u2019Gourma (+64 mm). Par contre, les baisses pluviom\u00e9triques les plus importantes par rapport \u00e0 cette m\u00eame p\u00e9riode normale ont \u00e9t\u00e9 surtout relev\u00e9es \u00e0 Gaoua (-237 mm), \u00e0 Soubakani\u00e9dougou (-221 mm), \u00e0 Kombissiri (-200 mm), \u00e0 Bati\u00e9 (-198 mm), \u00e0 Ti\u00e9b\u00e9l\u00e9 (-159 mm), \u00e0 Dissin (-157 mm) et \u00e0 Korsimoro (-146 mm).<\/p>\n\n\n\n<p>En fin de saison, des s\u00e9quences s\u00e8ches dont les dur\u00e9es pourraient \u00eatre longues avec des tendances normales sont tr\u00e8s probables sur l\u2019ensemble du
